For the VIP projects approved in FY 19-20, if the total expense reported is less than the advance payment, OCI will not provide further payment until sufficient expenses that surpass the advance payment have been incurred and reported in the next reporting period.
For VIP-I and VIP-II approved before FY19-20, though funds are provided on a tranche basis for VIPII, if the expenses incurred are less than tranche payments while there are no more reports due to OCI. Unspent portion of the tranche payments must be returned to OCI. Same applies to VIP-I.
